116 111 Turns 18: A Coming of Age for Europe’s Harmonized Child Helpline Number

116111-18yrs

On 29 October 2007, the European Commission reserved a special number for children across the continent: 116 111. From that moment on, children and young people in Europe had a simple, free-of-charge number they could dial to find help, support and someone who would listen.

Over the years, 116 111 has grown into a lifeline for millions. Operated by child helplines in 23 countries within the EU, and another 8 countries across the wider European region, the number is now synonymous with protection, guidance and a safe space for children and young people to share their worries.

Looking Back

  • In 2022, we marked the 15th anniversary of 116 111 – a milestone that showed just how deeply the number had become embedded in national child protection systems.
  • In 2023, we celebrated again, highlighting the extraordinary resilience and adaptability of child helplines using the 116 111 number, even through times of crisis such as the Covid-19 pandemic.
  • We’ve also shared the story of 116 111 (and its continuation): how it came into being, and why a single harmonized number mattered so much, and helped shape a Europe where children’s voices can no longer be ignored.

Coming of Age

This year, 116 111 turns 18 years old – the traditional “coming of age.” Across cultures around the world, 18 years often marks a child’s “official” transition into adulthood. For 116 111, too, this is a moment of reflection:

Maturity and trust: Over nearly two decades, 116 111 has proven its worth as a trusted number for children in distress.

Responsibility: Like any 18-year-old stepping out into the world, 116 111 today carries an even greater responsibility – ensuring that every child who needs help can get through to a child helpline.

Future potential: Just as turning 18 is only the beginning of adulthood, the future of 116 111 is filled with possibilities. With technology evolving and children’s needs changing, child helplines continue to innovate so that 116 111 remains relevant, responsive and accessible.

Looking Ahead

The story of 116 111 is still being written. Each call represents a child reaching out, and each response represents society listening, protecting and acting upon that child’s needs.

On this 18th anniversary, we’re celebrating not just a number, but also a promise: a promise that all children’s voices matter, every child can be heard, and that help can be just six digits away.

Happy 18th birthday, 116 111. You’ve come of age! And you’ve helped generations of children find their voices along the way.
